  • Overview
For decades, government decision makers have been using simulations to explore hypothetical scenarios of concern, and investigate the implications of different courses of action. ICONS specializes in participant-driven simulations, in which human decision making is the crucial factor in determining the outcome of a scenario.
ICONS simulations are particularly valuable for investigating policy dilemmas where uncertainty about key variables, or the possibility for unforeseen actions by decision makers, limit the usefulness of purely quantitative models.

ICONS simulations have been used by numerous U.S. federal government agencies (including the Department of Defense, the Department of Homeland Security, and the Office of Personnel Management among others), the World Bank, the Brookings Institution, the Carnegie Endowment for International Peace, the Center for Strategic and International Studies, Tel Aviv University Jaffe Center for Strategic Studies, the Fletcher School of Diplomacy, the Kennedy School of Government, National Defense University, and many others.
