Participant Resources: ICONS Proposal CenterThe ICONSnet Proposal Center is a new forum for country-teams to share drafts of proposals, sponsor proposals, and ultimately, vote on proposals. To try out the Proposal Center, visit the ICONS Demo Community. By "proposal," ICONS means any proposed international agreement (such as a treaty, protocol, or covenant) between or among countries. See the UN Treaty Collection Reference Guide for a discussion of the different kinds of international agreements that countries enter into, along with a glossary of related terms. ICONS encourages countries to post their proposed international agreements in the Proposal Center. A country that submits a proposal can determine which other countries will have access to view the proposal, and can edit the proposal to respond to changing conditions or suggestions from other countries. A country that has access to a proposal can choose to become a sponsor of that proposal, publically throwing its support behind it. Proposals sponsored by a minimum number of countries (to be determined by Simcon) will be made available for a vote. Countries can then cast votes for or against finalized proposals (providing comments on their votes, if they wish) and can view vote tallies. Since the international system does not operate by majority rule, ICONS does not have any set rules concerning whether a proposal "passes" or "fails." After viewing the level of support for each proposal, each country will have to make its own decisions about whether the negotiations were successful and whether they themselves succeeded in achieving their negotiation goals.
